Semiconductors into Russia · Kyrgyzstan and Kazakhstan

Semiconductors into Russia: what the middle countries reported.

Kyrgyzstan and Kazakhstan reported almost no chip exports to Russia before the invasion. In 2022 and 2023 they reported millions of dollars a year.

Semiconductor chips (customs code HS 8542, "electronic integrated circuits"), as each country itself declared its exports to Russia to the UN. Armenia shows the same jump: about $0 a year before 2022, then $13.1M in 2022 and $15.7M in 2023. Turkey, the UAE, China and Hong Kong also kept exporting chips to Russia after 2022 (see the findings).

How to read this. Declared export values in US dollars, from each country's own report to UN Comtrade (summary rows only, so nothing is counted twice). This is what the paperwork declares, not a traced physical route, and the latest year may be incomplete. Hover over a point to see its value.

Chip exports to Russia, as each country reported them

Declared values, USD million per year. Both countries jump in 2022 and 2023, then fall back.

Official listings in the same two countries

US lists later named companies based in Kyrgyzstan and Kazakhstan under Russia-related programmes. Two examples, with dates from official pages:

  • RM Design and Development (Bishkek, Kyrgyzstan): listed by the US Treasury (OFAC) on 20 July 2023. The US Treasury's own entry gives the company's founding date as 17 March 2022, three weeks after the invasion, so the listing came about 16 months after it was set up. Federal Register 2023-16934
  • ELEM GROUP (Almaty, Kazakhstan): added to the US Commerce Department's Entity List on 7 December 2023 (88 FR 85097), then listed by the US Treasury on 23 February 2024. OFAC recent actions, 23 Feb 2024
